Chelsea Guzowski – Ex-Officio

Chelsea Rosebud Guzowski, is a career public servant with over 10 years of experience in the government and not-for-profit sector. Ms. Guzowski currently serves as the Director of Economic and Strategic Initiatives with the Governor’s Budget Office of Pennsylvania.

During her time serving the Commonwealth of PA, Ms. Guzowski has furthered her expertise in strategic planning and problem solving, organizational structuring, operations and business process improvement and revenue maximization. For example, Chelsea partook in synchronizing political and economic objectives and the crafting of policy on public-private partnership initiatives involving the evaluations of the Commonwealth’s Wine and Spirits, Lottery and Gaming related systems and Redevelopment Capital Assistance Program. Through serving as a liaison between the administration, the general assembly, agencies, and political entities, Chelsea has successfully navigated bureaucracies, forwarded relationships, negotiated, built consensus and alliances on these priority initiatives.

Ms. Guzowski also carries out the responsibilities of the Budget Secretary’s ex-officio seats on various economic and infrastructure related boards and commissions such as the Pennsylvania Convention Center Authority, Delaware River Port Authority, Philadelphia Regional Port Authority, Delaware River Joint Toll Bridge Commission, Commonwealth Financing Authority, and Pittsburgh Intergovernmental Cooperation Authority.

Prior to joining the Commonwealth of Pennsylvania in 2009, Ms. Guzowski served as Assistant Vice President at Philadelphia Industrial Development Corporation (PIDC) where she worked to develop and implement economic development related initiatives while also managing and redesigning the Commonwealth’s largest capital investment program (Redevelopment Assistance Capital Program) for the Greater Philadelphia region.

As a native NewYorker, Ms. Guzowski first served on New York City’s bid campaign in an effort to secure the Summer Olympic Games. She was responsible for developing the $1 billion physical plan, hosting events including world championships, press conferences, and the US Olympic Committee and International Olympic Committee site evaluation visits. Chelsea facilitated partnerships between government and community leaders, national and international sport federations, and corporate sponsors.

Ms. Guzowski received her Bachelor of Arts degree from Lehigh University and her Masters of Public Administration at the University of Pennsylvania, FELS Institute of Government. Chelsea is also a fellow of the Drexel University Leading for Change fellowship program.
